The rule
Any shot that lands in the rough costs an extra +1 stroke. Stay on short stuff.
The rough has a price. Take the penalty and give the group a reason to celebrate. Rough Justice is designed for the course your group already plays, not a simulator or a separate mini game.
When it fires
It fires when a shot lands in the rough during the round.
